In the General Directorate of Civil Protection and Emergencies (DGPCE) of Spain, gvSIG Online is used as a platform to manage geographic information, with the aim of having a single solution for all the geomatics needs at the entity. One of the projects carried out by the gvSIG Association for the General Directorate of Civil Protection and Emergencies was the development of tools to evaluate the so-called REMER.
The National Emergency Radio Network (REMER) was born with the objective of having an alternative communications system and complementary to the communication networks used by the General Directorate of Civil Protection and Emergencies. REMER is composed of amateur radio operators. The members of REMER are, therefore, permanent voluntary collaborators of the National Civil Protection System. These collaborators use their own radiocommunications means to fulfill the missions entrusted to them. There are currently more than 4,000 volunteers registered in REMER.
The project carried out with gvSIG Online allows to perform simulations, evaluate the available resources, to know the area of coverage signal in the analysis area and identify out of range areas.
For this, a gvSIG Online plugin was developed, that integrates the open source software SPLAT! Algorithm (Signal Propagation, Loss, And Terrain). SPLAT is an analysis tool for the electromagnetic spectrum between 20 MHz and 20 GHz. Among other functions, it allows to generate a coverage map based on both the location and characteristics of the terrain and the characteristics of the radio antenna. SPLAT allows analysis of loss per trajectory, power per area, received power, etc.
All the data required by SPLAT is entered from the administration part of gvSIG Online and generated results can be visualized on geoportals automatically and crossed with any other geographic information layer available in gvSIG Online.
